White House 2008 Rankings: The Republicans

Each week, NBC News political director Chuck Todd and I present our rankings on the likely order of finish for the presidential candidates.

In our opinion, Rudy Giuliani had the best July, followed closely by Mitt Romney.

(These will be our last rankings for a month, not because we don't like to write them, but because we want to pause for a month and revisit the race after Labor Day, when a restart is inevitable.)

These rankings are ordered by likelihood of winning the Republican primary and are based on a number of factors, including organization, money, buzz and polling. Click here for Democraticrankings.

1. Rudy Giuliani -- John McCain's campaign collapsed and is slowly rebuilding; Fred Thompson froze in place. These events bought Rudy time to get his organization going. As McCain was floundering, Giuliani was rolling out dozens of Iowa endorsements: legislators, entrepreneurs, county chairs. He's beginning to campaign like a real presidential candidate, spending two full days on small events in Iowa. Without much attention, he's busily rolling out a detailed policy agenda. For the first time, Rudy's campaign feels as if it is on the right track. Plus, he never lost his national front-runner status and still polls best against Clinton/Obama, which will matter more to GOP primary voters than some believe.

2. Mitt Romney -- He's still number two, but a day doesn't go by without us noticing something innovative and savvy about his campaign. Because he can write his own check, he'll face less of a time crunch over the next few months than his rivals. The campaign has an ambitious budget and Romney is willing to spend his own money to meet projections, even if his fundraising begins to dry up. He's worked aggressively to sew up endorsements in the McCain-Thompson gap, and we'll know by Labor Day whether it has paid off. That said, the lack of progress in South Carolina compared to Iowa and New Hampshire has to scare the campaign a bit.

3. Fred Thompson -- His campaign is not in chaos. Jeri Thompson is in control. But his margin for error is less than it once was. Thompson needs to find a way to resolve his optics problem. He is on the verge of failing to meet the prodigious (and unfair) expectations placed upon him. Announcing in prime time (i.e. after Labor Day) means he will get a lot of attention, so everything will be magnified -- the good and the bad. Thompson folks hate the Wesley Clark comparisons, but if we were Thompson, we'd make a call to Clark and just, well, chat.

Let's see, a ranking purely on the politics, not on the substance, this should be good.

And, yes! The candidates with the "best" campaigns are, shockingly, those that hew the closest to the political commitments of the Washington elite - moderate neoconservative foreign policy, neoliberal economic policy, moderate liberal social policy.

Oddly, the candidates whose beliefs diverge more from those opinions ranked lower. I'm sure it's just a coincidence.

"prodigious (and unfair) expectations" placed on Thompson? Give me a break. This guy has been riding a wave of prodigious (and unfair) good press since day 1. He's presented himself as the big, big dude who can get it all done without raising a sweat. Well, now he's sweating, so I guess he's already lost.

Ron Paul is doing pretty darn good at this stage and is the only hope for Republicans to win.

Ron Paul is 1st on YouTube, Meetup, MySpace, Technorati, Alexa, Google, etc. The old media is just too slow to realize what is happening.

Ron Paul places 1st or 2nd in every straw poll, debate, and active participation survey.

Dr. Ron Paul has the most contributions from U.S. military personnel & veterans above all other candidates. So support the troops and vote Ron Paul!

Jimmy Carter and Bill Clinton were doing about the same in the 'Scientific Polls' at this stage in their elections. 'Scientific Polls' at this stage only measure name recognition. Over the next six months Ron Paul will gain name recognition. Most people who learn about Ron Paul become major supporters.

70% of Americans want us out of Iraq and want change.

Ron Paul is only republican candidate against the war.

Ron Paul only needs about 30% vote from republicans sick of the war and abuse of powers to win in republican primaries.

That you take Fred Thompson so seriously while he is simply testing those "warm" waters is plan silly. He offers nothing but phony hope to the DC pundits and Bush left-overs who have no candidate to run to.

His expectations are no more "unfair" than the way the press unreasonably loves Rudy, hates Hillary and despises Edwards.

Misplaced empathy is awesome. Poor, poor Fred.

You write about Romney that "a day doesn't go by without us noticing something innovative and savvy about his campaign". Really? Can you give say 5 examples of it? What has Romney done? The only thing he does is his stupid attacks on Hillary/Edwards/Obama but the thing is the Democrats slam him so hard with the same 'flipflopping' example that Romney looks like a joker. Remember Romney's attack on Obama about sex-ed and on Hillary about Marx and Edawards on taxes, in each case the Dems slammed Romney hard. So Marc we know that we have a very soft corney for Romney and Thomson but give us 5 examples where Romney showed savvy and innovation during last week.

If the comparisons were on the merits, I understand why Thompson might be upset about comparisons with Wes Clark; Wes is HIGHLY competent, and we have little basis to say the same about Thompson.

If you would examine the facts, you would know that General Clark did very well for a first-timer: received lots of money, won one primary, and seconded and thirded several. THOUSANDS are asking him to try again, for 2008.

Very unfortunately, media's misstatements can have effects on people's inclinations to get into races. PLEASE consider the effect of 'bad-mouthing' on potential candidates and on results; if the people don't have FACTS upon which to base decisions, we can't make good ones.

Well I'll switch gears and comment on the Democrats. I don't see things the way you guys do. Obama is out fundraising and out organizing Clinton (check expenditures to see how many local campaign offices in Iowa and New Hampshire the two campaigns have).

And I see this last week as a major tactical mistake for Clinton, rather than the success you call it for her communications machine. If it was going so well, why did Clinton's husband step into the middle? I've also seen some polling data suggesting it was a good week for Obama.

In fact as an Obama supporter, my only regret is that it didn't happen a little later, like maybe in October.

Why are you ignoring Ron Paul? I have been a life long democrat and the only candidate of either party that I would even consider to be a an honest person with the best interests of this country in his heart is Congressman Paul. Why does almost all of mainstream media act like he does not exist?

Ron Paul, The candidate who 14% of all donors to the R party candidates contributed to?
Ron Paul, The candidate that recieved contributions from more than half of ALL military personel who contributed to ANY D or R candidate?
Ron Paul, The candidate who has a value of $2,354,855 in his campaign chest as opposed to Romney $3,176,526; Giuliani $18,326,220; McCain $1,440,905?
Ron Paul, the candidate that all of the other R candidates are changing their positions (again) so that they can sound like him?

I believe that Ron Paul is our best hope for America. If you want to live in a police state, vote for Giuliani or Hillary. If you want to be proud of our country and live in a free nation with a rational foreign and economic policy, VOTE RON PAUL 2008!

Everyone gets freaked out when some no name artist desecrates the flag, but no one bats an eye when our own government is shredding our constitution. What a world we live in.
