This is the Atlantic and one is not supposed to end sentences with a preposition, but the answer is November 2 (oops, not the ninth), the filing deadline for the New Hampshire primary.

He's already missed a deadline in West Virginia... but it's...West Virginia.

Another scenario: Gore, ultimately figuring that he needs to be mano-a-mano against Clinton to defeat her, and not wanting to get caught in the organizational traps of IA & NH, announces in mid-January, with the idea of making a stand on the media-driven February 5th super-primary day, especially the California Primary.
