A Biden Memo: The Real "Clear Contrast"

15 Nov 2007 07:39 am

After he jump, a memo from the campaign of Joe "While Y'All Were Squabbling, I Was Solving The Crisis In Pakistan" Biden, on the morn of the next Democratic debate.

There's no polling data to back this up, but it would not surprise a good many Democrats if Biden, in the end, surges in Iowa at the end.

TO: INTERESTED PARTIES

FROM: LUIS NAVARRO, CAMPAIGN MANAGER

BIDEN FOR PRESIDENT

RE: THE REAL “CLEAR CONTRAST”

In recent weeks it has become clear that one path toward success in the Iowa Caucuses on January 3rd has emerged for Joe Biden. He has created significant buzz in Iowa among caucus-goers and is often cited as the preferred second choice. In addition, his command of foreign policy and his ability to connect the dots on important foreign and domestic issues are further proof that Joe Biden is ready to be President from day one. The recent crisis in Pakistan makes this all the more clear.

Joe Biden is causing folks to look twice at the slate of candidates. As The New York Times’ Jeff Zeleny noted of one likely caucus-goer, “But as he reached for an Obama supporter card — a postcard that campaigns ask voters to sign — he added a closing thought that underscored why it is unwise to be leery of any early predictions coming out of the state of Iowa. ‘When is the next debate?’ Mr. Burroughs said. ‘I want to watch Biden a little bit closer.’”

Joe Biden continues to enjoy significant support in Iowa from a number of sources. Today, the campaign announced the endorsement of State Rep. Mary Gaskill. Gaskill is the thirteenth legislative endorsement the campaign has received, putting Sen. Biden only three behind Sen. Clinton and two behind Sen. Obama. Gov. Richardson has not garnered a single endorsement in the state. Put quite simply: people who know what it takes to win in Iowa are backing Joe Biden.

In addition, Sen. Biden has continued to receive the support of veterans for his efforts to make sure our troops have all the life-saving equipment they need to stay safe and also for his plan for Iraq. Iowa State Representatives McKinley Bailey and John Whitaker, both veterans, cited Sen. Biden’s leadership on Iraq and foreign affairs as the deciding factor in their choice to endorse him. In Iowa, a state where many residents have family members who have served in the military, they recognize Sen. Biden’s ability to speak to their concerns.

This current dynamic creates the real “clear contrast”: Joe Biden’s leadership on issues Americans care about most and his efforts to contrast these proposals with inaction (and a real lack of experience) on the part of his Democratic competitors and likely Republican opponents in the General election offers an obvious choice to voters.

To that end, Joe Biden continues to exhibit presidential leadership. On issues from Iran to Pakistan, he offers real, informed policy solutions to the most pressing issues facing our country. Unlike President Bush, who thought it was only necessary to call President Musharraf days after the recent crisis in Pakistan, Sen. Biden actually called and spoke with President Musharraf and former Prime Minister Benazir Bhutto. He gave a major address laying out a vision for America’s future relations with Pakistan, while other candidates have remained conspicuously silent. (He also published an op-ed in the Baltimore Sun.)

Sen. Biden also remains the only candidate to have offered a political solution in Iraq, so that we don’t leave chaos behind. He has also spoken out against President Bush’s failed Iran policy. He has stated that, “Ratcheting up tension with Iran plays right into President Ahmadinejad’s hands” and also raises the price of oil for American families. Sen. Biden said America needs to “make it very clear to Iran what it risks in terms of isolation if it continues to pursue nuclear weapons but also what it stands to gain if it does the right thing.”

In short, he is the only candidate to have spoken succinctly and specifically about a plan for what to do with Iran, Iraq and Pakistan. The chorus of “I agree with Joe” comments emanating from the debates indicates that other candidates recognize Sen. Biden’s continued leadership and foresight.

Instead of offering empty rhetoric, Sen. Biden will continue to offer clear answers to important issues facing our country. The Senator’s continued leadership – as well as the decision by other candidates to eschew solutions and focus on parsed rhetoric – makes Joe Biden’s status as an emerging second choice among many Iowa voters even more important.

HERE HERE!!!!

Come on, Marc. He needs to hit 15% at caucus sites to even get any reported results on January 3rd... Do you really think that will happen?

‘I want to watch Biden a little bit closer.’

If you're reading this, do what this man's doing. Give Biden a bit of your attention during tonight's debate and listen to what he's saying. That's all it took for him to hook me.

I do. Kerry was in the low single digits at this point in the cycle last time, and Kerry doesn't have anything close to the kind of retail campaigning skills that Biden has. I went to a Kerry rally about a month before the '04 election where Biden gave the introductory speech for Kerry - and Biden showed Kerry up big time.

Not to mention that the so-called "Top 3" are all going negative on each other, which always is a bad sign (remember how Dean and Gephardt crashed before the Iowa caucuses last time after negative campaigning?).

Biden is by far the best positioned of the so-called second tier candidates to pull off an upset Top 3 finish in Iowa. Factor in his legislative endorsements and the fact that he'll get a bump in the polls after every debate, and I think he has a very real chance of finishing Top 3 in Iowa.

VC: Yes, I and many other Democrats and pundits increasingly believe that that will happen. With just under 50 days left, Joe's momentum has plenty of time to swing him into viability in more key precincts. He already has a few strongholds.

Voters in Iowa want a candidate who is ready to be president. That's why they chose John Kerry last time over Howard Dean and John Edwards.

Biden's retail campaigning skills are the best I've ever seen. When he gets in front of a group, he turns people in large numbers. He is so authentic, charming, and incredibly knowledgeable. on so many issues, not just foreign policy. When he talks, he shows what neophytes the "front runners" are by comparison.

In my rural county, I do not see much support for Clinton or Obama. Edwards has die-hards from 2004. I think people are paying more attention to Biden, Dodd and Richardson than the polls reflect.

The caucus math is such that small rural precincts have a disproportionate impact. In 99 counties, each precinct gets delegates. In our precinct we have about 600 voters, and we get seven delegates. At the last caucus, 38 people showed up. So if you have a core of support in each precinct, and they hang tough, you can send delegates for your candidate even though the polls might show him or her at lower numbers than the caucus result reflect.

Some campaigns get this truth better than others. Saturation bombing on the airwaves is less important than organization.

Contrast. The more I learn about Joe Biden, the more apparent the contrast becomes between him and any of our other candidates.

Compare what he has accomplished - just during this campaign - with our other candidates. He's introduced legislation for veterans' rights and care, support for Burma, additional support for our troops in Iraq, action against cyber crime - and more!

It's clear, despite the demands of running for office, that his main focus always remains on what's best for our country and for our place in the world arena.

When I visualize each of our candidates debating one another, I can't fathom any of them being able to match his expertise, knowledge and deep understanding of how situations really are and how to address them.

When I visualize him debating any of the Republican candidates, well, no contest there.

The more I observe, listen and learn about Joe Biden, the more convinced I am that he is the most qualified and has the most sincere intent, to help us heal our country.

I ask others to please just give him a listen. I'd sleep well at night knowing Joe Biden was in the White House. We need this man now more than ever.

Now THIS is why I am a subscriber to The Atlantic. You look past the money and the celebrity and point to the fact that someone with serious international "street cred" is running for president. Joe Biden has my vote.

Biden has my vote. He is more qualified and capable than any other candidate in the field, AND he is the one candidate with a reputation for working both sides of the aisle. I''d like to see something get done in Washington for a change and I am sick to death of the didvided America we currently live in (aren't you?). It's time for someone who plays it straight and tells it like it is. Pay close attention to Biden in the debate and I promise you won't be disappointed.

No one from a state with 3 electoral votes has been elected president since -- ever? And 2008 will be no exception.

Joe Biden is the most qualified person to be President from either party. He would surely win in the fall of 2008 if he wins the nomination. Unlike Hillary, Obama or Edwards who would be fairly easy picking, for a Republican nominee who would be smart enough to run away from Bush.

Last night's debate was the first I've watched, and Joe Biden got my vote. He is both charming and knowledgeable, and in contrast to him all three media front-runners were clearly second tier. What really plays in his favor is that he is exactly what Americans say they want - someone who will tell the truth and who has the skill and knowledge necessary to hit the floor running. Obama has tried to position himself as the man of truth and vision, but it is Joe Biden who has garnered a reputation for decades of authenticity.

This stuff is all about momemntum. People are tired of the top 3 Democratic candidates. None of them will get elected in the general election and don't have what it takes to lead this country through the tough times ahead. Joe Biden is. He can and will win the general election. Hillary has been known around the world since '92 and can't garner more poll points than the 20's and 30's. SHE PAYS FOR THESE. There is an inherent bias in polls. Right now its about celebrity status. Joe Biden is the most qualified without a doubt. He is ready from day one to deal with Iraq, Iran, Pakistan, Al Quaeda, the economy, healthcare, etc. He has detailed plans with budgest for all of them. Its great to have ideas but they won't work without budgets. Joe Biden will exceed expectations in Iowa and end up winning the nomination because of his momemntum. Obama and Edwards won't be in the race that long and it will be Biden vs. Hillary. Joe Biden will be our next President, mark my words.

Sen. Biden has always been the most interesting political personality to follow. I have always thought that this guy knows what he is talking about. He knows why things have happened and has ideas concerning how to correct them.
they say he talks too much, but ,that's because he's got lots to say. If given a chance He would be a fine President , Sec of State, or VP.
And he needs to be listened to.

A really worried American.
J.W.F.

Why not Biden? Well, I'll tell you why. Because as long as Biden has been in the Senate he has been part of the problem and not part of the solution. He is simply another well-entrenched part of the political elite. Anyone that supports Biden can expect more of the same Republican/Democrat piss=poor leadership that is driving this nation to the brink. What reason is there to think otherwise?

Matt's got it exactly right -- "Listen to what he's saying. That's all it took for him to hook me."

A year ago, my husband was flipping through TV channels and happened to hear Joe Biden talking. He then walked up three flights of stairs to ask me, "Hey, what do you know about Joe Biden?"

Oscar, if Biden was a "well-entrenched part of the political elite," he wouldn't be getting half the airtime of Obama and Hillary. In 2005, he was ranked 99th out of 100 senators in terms of personal wealth. He was essentially tricked into voting for the war when Bush personally lied to him, and then he had to watch his own son go to serve in Iraq.

A vote for anybody but Biden will ensure the same old Republican/Democrate gridlock. The nation desperately needs leaders who are intelligent, experienced, consensus builders and Joe Biden's the only one in the race.

One gets the feeling the "voice from the wildnerness" speaks with intelligence, rationale, and a frankness that everyone can understand. It's been clear to me for months this man should be the nominee of the Democrats for President of the U.S. It's refreshing to see the confidence this man projects. It is time America woke up and voted for someone that truly wants to make a positive difference in all our lives. Joe Biden will hit the ground running and make the needed changes happen!

Joe Biden is the Only Democrat qualified to be president. The top three just say whatever they think will get them votes. They are puppets. Our future hangs in the balance. Please vote Joe Biden!

"No one from a state with 3 electoral votes has been elected president since -- ever? And 2008 will be no exception."

No woman or African American has been elected president either.
There is a first time for everything, and it's Biden's time.

I know so many people here in South Carolina who say they prefer Biden and these are people who are very well informed about issues. Nobody, including me, seems to understand why Biden doesn't do better in the polls.

MOST QUALIFIED CANDIDATE. VOTE PERSONALITY IS DOING DISHARM TO OUR COUNTRY ??

There are the other candidates, and then there is Biden. He is head and shoulders above the rest.
Why would anyone consider voting for a woman that is not going to get anything done in her term in the WH because 1/2 of America can't stand her.
Or a candidate that needs on the job training?

No thanks. Biden is the right man for the job!

Biden is clearly the most balanced and most knowledgeable. Dodd is a close second. It's disheartening that money has dominated the race to the extent it has influenced both the press and the polls.
