Obama On Negative Campaigning

At a press conference today, Sen. Barack Obama took several questions about whether his campaign ever crossed the line in digging for opposition research about the Clintons.


Question of Obama, asking whether his campaign operatives are gathering "personal" information about rivals.

"I have been very clear to my staff. Look, every campaign is doing comparitive research on policy," Obama began.

Questioner interrupted with clarification.

"I understand, so I'm just going to answer your question. Every campaign is going to be looking at, you know, did they flip flop on a health care issues or, you know, are they consistent on their trade policy -- that I think is exactly what presidential debates should be about and I have no problem with that at all. I have been very clear to my campaign. I do not want to see research that is involved in trying to tear people down personally. If find out that somebody is doing that, they will be fired. I've been absolutely crystal clear about this and I've been clear about this for a very long time and, you know, you're free to talk to my campaign manager who is around here somewhere for confirmation of that. That's not what I believe in. That's not who I am and frankly just from a practical, political perspective it's contrary to the kind o fmessage of change that I've been talking about in this campaign."

Follow up to clarify where the line is and whether raising questions about Clinton library financing, records there is fair.

"Well, the only issue that's come up with respect to the presidential library is when during the last debate when Russert asked ab out it and I was asked about it and I indicated at that time that releasing records and transparency in terms of tax records, for example, that I don't consider to be trying to undermine somebody. It has to do with us making sure that we are transparent and accountable and open to the public," Obama said.

So why did members of your staff go to the Little Rock Library?

"That I can't answer because I don't know that for certain, but they would not be looking for personal items. They'd be looking, again, keep in mind that -- and this is the argument that I made earlier -- Senator Clinton's argued that her experience as first lady is relevant. That means we and what I said publicly was if you are saying that this is your relevant experience, we should know what decisions you were involved in in the White House. That is part of her public function and part of the argument she's making publicly in terms of why she would be a better president," Obama said.

For December's Atlantic, I chronicled eight months' worth of behind-the-scenes struggles between the Obama and the Clinton campaigns, and several passages strike me as relevant to this discussion.

Read them and decide for yourself whether Obama has more explaining to do.

Another tension in process campaigns is behavioral. Practitioners can become handcuffed by their own idealism. Having pledged to run “a different kind of campaign” that wouldn’t traffic in the mudslinging and personal attacks so common to politics today, Obama boxed himself in. “The campaigns shouldn’t be about making each other look bad,” he declared in his brief appearance at the DNC winter meeting. “They should be about figuring out how we can all do some good for this precious country of ours. That’s our mission. And in this mission, our rivals won’t be one another, and I would assert it won’t even be the other party. It’s going to be cynicism that we’re fighting against.” This kind of sentiment is a large part of Obama’s appeal. But it’s also a good illustration of why process-oriented campaigns often run into trouble. Committing himself to a higher standard of conduct meant that either Obama would refrain from doing much of what campaigns do to jockey for position or he would endure criticism for failing to live up to his own standard. In a campaign staffed by talented, though conventional, operatives, this would prove problematic.

In June, Obama’s staff slipped reporters a memorandum about the Clintons’ financial ties to Indian American entrepreneurs who benefited from job outsourcing—an act well within the norm of political conduct, though the memo did have a rather tasteless title (“Hillary Clinton, D-Punjab”). A Clinton aide caught wind of it and, no doubt inspired by Obama’s call for better conduct, persuaded a reporter for a Capitol Hill newspaper to disclose its source. Obama was forced to apologize.

But he pointedly did not pledge to refrain from disseminating such information about his opponent. Belatedly, his campaign has learned to fight back. In August, Obama’s team scored a significant hit by helping to place a story in several newspapers revealing that Norman Hsu, a major Clinton donor, had skipped town after having pleaded no contest to a charge of grand theft 15 years earlier and still faced an outstanding warrant. Hsu fled once more (he was captured in Colorado in September) and ignited a costly media frenzy for Clinton, who decided to return $850,000 in donations that he had arranged for her. (Hsu had also contributed to Obama.)

But Obama seemed to recoil from many of the tasks that have come to be expected of someone serious about running for president. Cerebral and loquacious, given to lengthy disquisitions, Obama chafed at the sound-bite culture of politics and disliked criticizing opponents by name. One day in New Hampshire, caught up in the moment, he called Hillary “Bush-Cheney lite”—a phrase he never again repeated. Occasionally, Obama behaved as if conventional expectations were beneath him and an insult to voters’ intelligence. “The one thing I am absolutely certain of,” Obama told me, “is that if all I’m offering is the same Democratic narrative that has been offered for the last 20 years, then there’s really no point in my running, because Senator Clinton is going to be very adept at delivering that message. What makes it worthwhile for me to run is the belief that we can actually change the narrative and create a working majority that we haven’t seen in a very long time—and that, frankly, the Clintons never put together.” Though he dislikes cattle-call interest-group forums, he prepared diligently for a June forum on black issues at Howard University in Washington, D.C., understanding that, by dint of his race and life experience, he had a chance to shine. Obama believed he’d excelled during the debate, and was stunned when press coverage focused on a single applause line—from Hillary Clinton. “If HIV/AIDS were the leading cause [of] the death of white women between the ages of 25 and 34, there would be an outraged outcry in this country,” she had declared. Obama, by contrast, was chided for his long-winded answers. “He was very, very frustrated,” one of his friends recalls.

Two weeks later, at an NAACP forum in Philadelphia, Obama, according to The New Republic’s Jonathan Cohn, “played to the crowd.” The press rewarded him. A friend e-mailed him a note of congratulations. “Well, but all I did was throw sound bites back at them,” Obama wrote back.

His campaign staffers, too, have become frustrated by the focus of the media’s attention, specifically that the press has not covered Clinton in the way they expected it would. During an interview this summer, Obama’s friend Valerie Jarrett said to me, unbidden, “He is a man who is devoted to his wife. There aren’t going to be any skeletons in his closet in terms of his personal life at all. Period.” And at a campaign event in Iowa, one of Obama’s aides plopped down next to me and spoke even more bluntly. He wanted to know when reporters would begin to look into Bill Clinton’s postpresidential sex life.

There is not much here Marc...btw we all wonder when the press is going to look into Bill's closet.

So, Hillary can look back to what Obama did in kindergarten and high school, but somehow looking at what she has done in the recent past, is underhanded? If you are going to tout your experience as your biggest asset, then be prepared for people to look into that experience. The media has accepted the "experience" rhetoric from the Clinton campaign without saying what it encompasses and expected us to go along with it. I for one am glad that Obama took off the clothes and started fighting fire with fire. And I agree with Heather, many of us are waiting for the "bimbo eruptions" that Clinton is known for and none of us will be surprised when it happens.

Obama's a hypocrite. So is the media, for that matter.

The Clintons should be afforded the same opportunity to challenge Hillary's opponents that the media has afforded (read encouraged) both Obama and Edwards, as well as their wives.

I don't think this warrants "more explaining". He was very clear. The Punjab memo was poorly titled (which he apologized for), but I'm sure the content was relevant enough. Being forthcoming about financial ties are really important I think. This issue is a large part of his campaign. Now the aide's comment was uncalled for, but if the Obama campaign was digging up all the research on their own and passing out to the press, then that would be a different story. That would make me not so inclined to support him. But they haven't. I'm not sure that her husband’s indiscretions matter as much as her policy and approach to politics. I will say that her decision to stay with a repeated philanderer does not bode well FOR ME. There’s not question about her ability to fight, but I do question her strength to stand up for what’s morally right as a woman. Not a good message to me, but then again her attempt to run off the experience of her husband rather than her own kills it a bit too. But I digress….
Let’s not forget that Obama had to be pushed by the press and everyone to even go after her.

I don't remember the content of the D-Punjab memo. Wasn't about how Bill's Indian sources of income and Hillary's Indian-American sources of campaign contributions had business before the Senate, like trade deals, etc.? Sounds public, not personal.

Remember, "personal" in this context means "not related to official behavior."

The aide who asked about when the media was going to investigate Bill's sex life was out of line. It's important to note that a couple of stories about Bill's female companions had run in NY papers but none recently. So, unlike the story Bill Shaheen tried to get rolling (drug dealing Black man), Obama's aide was picking up on something that had already been suggested by the media.

This all depends on what you consider personal. I think sex lives and distant drug use are personal whereas fundraising from the chinese, Indian outsources, or the Saudis for the Clinton library are fair game and not personal. When people attack Obama on rezko and Hopefund, that is not personal...it's fair game.

HIllary would love to see all her finanical corruption be designated "personal" and thus off-limits.

Answer: The Clinton Machine.

So, how does one compete with the Machine, given that the Machine has friends everywhere (NYT, CNN, PBS, NPR, etc.).

One has to do Opp. Res. I think it shows courage and alertness of Obama campaign to focus. But, they do not know what will happen later? I mean where will they share the Machine flaws? NYT will not print. CNN will not cover.

No one can beat the Clinton Machine.

A thoughtful and interesting article. I will pick up a copy of the magazine. I understand the Obama staffer plunking down next to you has been a bit debunked since the article was first published and I understand that it may be more important to the narrative of your article than an actual representation of what Obama's campaign is engaged in. Certainly one need not wander far afield of Atlantic.com to find obama supporters perfectly willing to throw mud, but I am not sure it proves the point that Obama has caved into traditional politics. I have heard the applause lines at rallies, but I have also heard intelligent thoughtful answers to questions posed at press conferences and town hall meetings. I do not think we can get away from the fact that Obama is the real deal, that his purity is a precious and indispensable quality for the office of president. Recently free ride for Obama from political press corps, and it feels besieged as it has to bat away incessant questions with Obama's significant shifts, flip flopping on issues such as Patriot Act, Defense of Marriage Act, Fast Track trade authority and benefits for same-sex couples. Given how little experience Obama has, its understandable that his campaign doesnt want any kind of focus on his record, These stories clearly raise questions about Obamas electability and serve as a stark reminder about how little the public knows about his positions. The Illinois chapter of the National Organization for Women, Obama said he would vote to repeal the Patriot Act. In 2006 Obama voted for the redrafted version of the Patriot Act that some critics contended made only minor changes to the original law. On Defense of Marriage Act Obama answered No,to the question: "Do you support repeal of the Defense of Marriage Act. On Fast Track authority, which requires Congress to vote yes or no and without amendments on pending trade deals, Obama opposes Fast Track authority because it is a usurpation of Congress' role to ensure that negotiated trade agreements serve the best interests of our country, including protection of the environment, worker rights and human rights.In remarks to the Detroit Economic Club in May, Obama said, I plan to be president, so I actually want Fast Track. But I'm willing to constrain myself in Fast Track to make sure that we’ve got strong labor and environmental protections.On benefits for same-sex couples, Obama said, he would need to evaluate the fiscal impact of extending Social Security benefits to same-sex couples that married couples currently receive. I wonder why people are so blind after seeing 7 years of Bush. I hate to burst your bubbles, but we are in a critical point in our history. O'bama reminds me of the Cheerleader we have in the White House! Bush believed, did not like, and thought things needed to change and would be a Uniter---Remember. I am sitting in my house in Coral Springs, Fl. and know a lot more about September 11th, 2001, remember how much Coral Springs was on the News after 9/11/01. Well, I can tell you that Hillary made sure the mess was cleaned up, that Bush refused to address. I can tell you by personal experience that the Anthrax came from the same house that the Terrorists from American Airlines flight 11 (North World Trade Center---first plane) came from. The Terrorists that helped Mohammed Atta, Waleed al Shehri and the rest of Flight 11 Terror Crew were still in the house they bought a few years before 9/11/01, had started a shipping crew after 9/11/01. I told Hillary 3 weeks before Dubai Ports Deal, that is why Washington flipped when they heard this 3 weeks after finding out that Terrorists tied to 9/11/01 now had shipping company. I asked to stay anonymous for security reasons, that is why she cannot talk about how she has been working non-stop to protect this country of ours.

He harped on this for weeks, not Hillary. She's been too busy raising money with Norman Hsu, oh wait, he's in jail now. And how much money has she had to return? I think all questions regarding Bill Clinton's sex life for the last 7 years is a fair question to ask. I believe the New York Times brought it up back in the spring. For Obama people to go to Little Rock to look at records, that the Clintons won't release, is also fair. I believe the Clintons are asking in Chicago about Obama's community organizing days. Just what are they looking for? For kindergarten records? The Clintons are really beginning to look desperate.
