Yes, it appears to be a Moskvich 408 Tourist (1964), built at the AZLK factory, now closed. A popular car with senior Soviet apparatchiks, it was largely unavailable to the Soviet middle class.
It would appear that Barack Hussein Obama was part of a special TLT, or Toddler Leadership Team. TLTs were established in a half-dozen Soviet cities in the early '60s.
These toddlers would now all be in their mid-forties, very likely occupying sensitive positions throughout Europe and North America.
